Once my chilled wort in the boil kettle is all down to the groundwater temperature (usually 70F - 75F in the dead of summer), I then switch the water feed from my garden hose to pre-chilled ice water.

If you are using a cooler type mash tun, recirculating isn't really a viable option unless you are able to heat the wort as it is recirculating. If you're using a kettle type mash tun and having a hard time maintaining temperature, recirculating and applying heat as needed is definitely an option, as is insulating the vessel.

The principle of recirculating the wort is the same - the wort is pumped into the plate or counterflow chiller and back into the kettle, where it creates a whirlpool. When plate and counterflow chillers are used without recirculating (the "normal" way), the cold break forms in the chiller, and has nowhere to go but end up in the fermentor.
